How the composite targeting priority score is constructed. States are ranked by a weighted combination of the disability-support income base (mean Social Security income, mean SSI amount, and mean welfare income) and years-since-ABLE-launch. The score penalizes states that have had ABLE longer without proportional enrollment gains and rewards states with high disability-support caseloads. States that have not yet launched an ABLE program score highest, indicating maximal remaining opportunity. All state-year values are from Yin (2026) replication data (ACS 2011 to 2022 with SSA linkage). Pilot state selection under Prong 3 will follow this score in combination with rural, tribal, and underserved-community coverage requirements from the Notice of Funding Opportunity.
